The Continental Congress thought it necessary to authorize fighting men before arguing over the contents of the constitution and establishing a country. But thinking about it, I guess that makes sense, you have to fight to become a country before you are one.<br><br>Aside: this is a big comment box (in IE7) with a scroll area about 1/3 of the height of the comment box area.
